Summary: anyone who rents a home in Germany or moves to a new address must register their address with the city’s registration office (Bürgeramt or Einwohnermeldeamt) within 14 days. This is called Anmeldung, and its certificate (Meldebescheinigung) is the key to almost everything else you will need: a bank account, tax number, insurance, residence permit and an internet contract.
What is Anmeldung and why is it so important?
In Germany all residents must register their home address with the municipality. This law (Bundesmeldegesetz) applies to German citizens and foreigners alike. After registering you receive an official document called the Meldebescheinigung, which proves that you live at this address.
Several important things happen automatically after Anmeldung:
- Your personal tax ID (Steuer-ID) is mailed to your address within a few weeks by the Federal Central Tax Office (BZSt).
- Your data is forwarded to ARD ZDF for the Rundfunkbeitrag (radio and TV licence fee).
- The Foreigners’ Authority (Ausländerbehörde) can open your residence file in the new city.
Legal deadline: 14 days
You must register within two weeks of moving (counted from the date you move in, not the date you sign the contract). A delay without good reason may carry a fine, but in practice, if no appointment is available in large cities, it is enough to document your attempts to get an appointment (for example, screenshots of the booking page). Most offices are not strict in this case.
Documents required for Anmeldung
- A valid passport (and, if you have one, your residence card or visa).
- Wohnungsgeberbestätigung: the landlord’s confirmation, which must be signed by the landlord or building manager. The rental contract alone is not enough.
- Registration form (Anmeldeformular), which can be downloaded from the city’s website or filled in on site.
- For married people: the marriage certificate with an official translation; for children: the birth certificate with an official translation.

How to get an appointment (Termin)
1. Online booking
In most cities appointments are booked through the city’s website; for example in Berlin via service.berlin.de and in Munich via stadt.muenchen.de. New appointments are usually released early in the morning or at the beginning of the week.
2. Walk-in without an appointment
Some Bürgerämter have open consultation hours (offene Sprechstunde). Go early, because the queue is long.
3. Smaller cities
In small cities you usually get an appointment within a few days. If you live near a big city, note that only the office responsible for your address has jurisdiction.
4. Fully online registration
A growing number of cities offer fully online Anmeldung with an electronic ID (eID), but this is usually for people who have a German electronic ID or residence card; newcomers often have to appear in person.
What happens on the day?
The clerk enters your details into the system and usually prints the Meldebescheinigung and hands it to you during the same appointment. The whole process takes about 10 to 15 minutes and is free of charge for the first registration. The question about religion on the form relates to the church tax (Kirchensteuer); if you are not a member of an official church, choose “keine” or “ohne”.

Abmeldung and Ummeldung
If you move within Germany you must do an Ummeldung (change of address), again within 14 days. If you leave Germany permanently, an Abmeldung is required so that insurance, taxes and fees are closed properly.
Common mistakes
- Bringing only the rental contract without the Wohnungsgeberbestätigung
- Registering at a temporary address (Airbnb or hotel) – usually not accepted
- Not keeping a copy of the Meldebescheinigung; make several copies
- Paying someone to “sell” you a Wohnungsgeberbestätigung – this is illegal
Frequently asked questions
Can I do Anmeldung without a rental contract?
Yes. If you live with a friend or family, it is enough for the main tenant or landlord (with the landlord’s permission) to sign the Wohnungsgeberbestätigung for you.
How much does Anmeldung cost?
Registering your address is free. A small fee may be charged only for extra copies of the Meldebescheinigung.
What happens if I can’t find an appointment within 14 days?
Document your booking attempts and go at the first possible appointment. A fine is rare in this case.
Can I send someone else for the Anmeldung?
Yes. With a written power of attorney (Vollmacht) and a copy of your passport, another person can go in your place.
